She was born in Tennessee on September 23, 1949. She was united in marriage to Charles Dale and he preceded her in death.

Nebrah was an electrician with the United States Government.

Surviving are her son, Kevin Denelli of Chicago Illinois; her sister, Linda Horton of Collinsville, Illinois.
